I disagree here. This is a matter of personal preference. "Should not be
recommended" is not an opinion that I think you are able to make without
knowing what the user is planning. The cygwin environment is perfectly
capable of "compiling C or C++ on windows". It's also much easier to
install and keep up to date. 

Describing the differences to prospective users would be useful if you'd
like to write something up though - perhaps we could find a place under
the "Supported Platforms" part of the website to include it.
