This has info explaining how to build a cross for an embedded target
using newlib. Building a cross to a target with its own libraries
(glibc) is much more complex. You either have to provide an existing
version of glibc when you configure gcc, or you have to build glibc in
parallel with gcc.
The first choice can be done by using the --with-headers= and
--with-libs= configure options. You copy the target header files and
libraries the host, and then you use the configure options to tell gcc
where they are. Newer versions of gcc (3.3.3 and on) have a
--with-sysroot option which is easier to use. See the documentation.
The best site I know of for cross compiler builds to linux is
http://www.kegel.com/crosstool
which explains how to do the second choice.
Not able to locate makefile in the
/home9/iagdocs/tools/gcc-2.95/i686-pc-linux-gnu/libiberty directory
gcc-2.95 incidentally is old and no longer supported by the FSF gcc
developers.
You probably got a configure error at build time which you missed. The
configure would have failed because target libraries and header files
are missing.
