To which I would reply: Why should the National Labs support a
software project without some sense that it is viable?
Obviously, there's more than "some sense"! But realize that nearly
all research projects are funded without any sort of guarantee that
the research will "succeed", let alone produce something commercially useful.
Look at how many NIH-funded drug research projects there are? What percentage
of them do you think yield useful medications?
You are asking them to evaluate a theoretical situation (your "changed
picture") without any data to support it. How do they know that
providing money will improve gfortran development?
They don't. They have to rely, like in all development projects, on the
judgements of those doing the proposing. Surely you aren't claiming that
providing funding for a project won't improve it?
