mainline multilib parallel builds still broken

- Subject: mainline multilib parallel builds still broken
After several months and several high-priority bugzilla reports,
parallel multilib builds are still broken for mainline. I presume
these will be fixed before release because this is a serious regression
from previous versions of gcc back to the 2.9* series, but it would
make a lot more sense to fix it early in the development process so
testers on, e.g., sparc, who will build gcc scores, if not hundreds, of
times during development, can take advantage of it.
