There is something strange going on there, but there isn't enough info
in the message to tell what is wrong. We need more info, such as gcc -v
output for the failing command.
The installed gcc should not be using ./specs, so it shouldn't make any
difference whether $< was supported in previous gcc releases. gcc only
searches startfile_prefix directories for ./specs, so it looks like the
only way to get an installed gcc to use ./specs is to build in the
install directory, which is a stupid thing to do. That doesn't seem to
be the case here though. I would guess that there is something subtly
wrong with that user's build environment.
%< is not supported by gcc-3.3.
