Deprecate targets targets which remain unbuildable for a long time?


Hello,

sparclite-coff target (cc1) hasn't built in 2 months,
but probably hasn't built in much longer (PR 12027).
arm-coff appears not to have built since at least
August 2001 (PR 12025). There are other targets in a
similar situation. From this I gather that nobody is
using said targets (since aside from those reports, I
have seen no complaints about them not building), so
there is no reason not to deprecate them. Does this
sound at all reasonable? Thanks,
