WinAVR is found at: <http://sourceforge.net/projects/winavr> and it's 
description is:

"WinAVR (pronounced "whenever") is a suite of executable, open source 
software development tools for the Atmel AVR series of RISC microprocessors 
hosted on the Windows platform. Includes the GNU GCC compiler for C and 
C++."

WinAVR contains the GCC compiler for the AVR target, hosted on Windows, 
commonly known as avr-gcc or AVR-GCC.

If you're looking for AVR-GCC for the Linux platform, you can visit OpenAVR 
<http://www.openavr.org/>, or avr-libc 
<http://savannah.nongnu.org/projects/avr-libc> as they have RPMs available. 
For FreeBSD, visit their ports system.
