My reading of the ATMEL website is that there is no ATtiny2313 - there is only an at90s2313. Presuming the ATtiny2313 and at90s2313 are one and the same device, I believe the AVR port already supports the micro you are asking about. Use gcc -mmcu=at90s2313. By default this is the core that the port compiles for.

I din't see the ATtiny2313 listed as one of the processors that GCC can be
used with.
1)Is it possible to compile for one of the other AVR processors and have
it work with this one?
2)If not, is anyone working on a port?
3)Can anything usefull be done with GCC, on a processor that has only 128
bytes of ram?
