It's not just hacker style. British style is like that,
punctuation inside quotes only if it logically belongs there. I
think it's only American style handbooks that insist on
punctuation inside quotes all the time. It was something about
someone's theory of aesthetics of typesetting, it looks prettier
that way or something. Or maybe it's just easier as a "don't
have to think about it" rule.
