It is an appropriate venue for GCC developers to ruminate about the issue
and what it might mean to them. It is not an appropriate venue for FSF
legal counsel, until they have a plan. At that point, FSF counsel persuades
the steering committee and then the steering committee presents to the
GCC list. That doesn't mean that GCC developers should sit silently during
that time. We should thrash around the issues, as we are doing.
