log_accum_bugzillafied seems to work (was Re: [Bug bootstrap/10974]Bootstrap failure)

Well, it looks like the new log_accum_bugzillafied is working okay, see
the comment it created below:

Note that i created a new bugzilla user that it sends its emails from,
rather than forge things so it looked like it was sent by who committed it
(Mainly because not everyone who can commit uses their gcc.gnu.org
account, or wants to, for bugzilla)

I also did the following (these have happened over the past week and a
half), but never mentioned it:

Made the bug messages thread-friendly (it adds in-reply-to and references
as approriate)
Got rid of the "You are receiving this because you are on the cc list" at
the bottom of messages on gcc-bugs.
Added a PCH component (at the request of Neil), moved all bugs tagged
[PCH] in the summary to it.

Hopefully, we'll have generic charting in the next few weeks (it allows
you to chart the results of any data series you can conjure up [and can
do it over time], rather than just the few things we chart now).
