Is there more than one -ffixed-?  If so, just add -ffixed- to take an
optional joined argument (CL_JOINED), and ignore it.  This kills all
the birds with one stone.

If we're just talking about -ffixed-line-length-, then do it for that
instead (best to be specific if there's just one switch, of course).
