What version of texi2pdf? What version of texinfo.tex is it finding? It
must be at least that from Texinfo 4.1. Some versions of pdfTeX may
include their own version of texinfo.tex which includes a separate
pdftexinfo.tex; that file is far too old to work with the GCC manuals;
current texinfo.tex includes PDF support.
PS and HTML (texi2dvi + dvips and makeinfo --html) generation from the
manuals is tested daily for onlinedocs, if info output if broken someone
will quickly notice the broken bootstrap, but PDF output is generally
untested.
