Well, yes, but gcc is itself a program and must be compiled. You have
to have something to start with.
I will be _very_ surprised if the Mandrake CDs don't have any compiler
binaries on them at all. Look again. The packages you need are
probably called 'gcc', 'binutils', and 'glibc-devel', plus anything
they depend on.
