We actually use this demangler on all platforms, not just IA64, so Mark's
wording is misleading.

We should be careful in the wording: RMS didn't agree to change the
license retroactively on all versions that have already been shipped (he
didn't refuse either, it just didn't come up), so we wouldn't want people
to get confused.  The license change applies to the current cp-demangle.c
but not to older versions.
