What does assembly-time constant mean?

Subject: What does assembly-time constant mean?

Hi,

When I was reading the gcc internals manual, I came across a term
"assembly-time constant".  What does this mean?  Does this mean
something like this?

  extern const int foo;

Could somebody give me an example?
