The part of it that should go in the manual is already there.  The
rest is information about CVS, is only useful to someone who does
not already have the compiler built (and thus does not have the
manual), and will change when the CVS trees are combined.

I'm happy to add the file to the website, but I can't think of a good
place to put a pointer to it.  Any ideas?
