Reminder about commit procedure

This is a reminder that at <http://gcc.gnu.org/cvswrite.html> there is
a description of the procedure those with write access must follow to
check in a patch.  No part of this procedure is optional.  The
procedure applies no matter how the patch is approved.  The procedure
applies to the person doing the commit, not to the approver or the
submittor.  Yes, the procedure does apply to _YOU_.

As previously announced, patches which are checked in but do not
follow this procedure and which cause build problems will be reverted.

I'm not going to get completely rigid about this, as far as I'm
concerned you can do whatever you like so long as you don't break
anything.  It's the patches that get checked in with no testing 
and which contain obvious syntax errors that I'm concerned about.

Finally, you are reminded that:

  Repeated failure to adhere to these rules could result in
  the revocation of check-in privileges by the Steering Committee.

So far as I know, this has never happened to anyone yet.  Please don't
be the first.
