Quibbling about history isn't really a very good use of our time,
but I thought that -fmax-inline-insns went in relatively
recently. Otherwise, you sometimes got massive exponential
explosion due to inlining tons of little tiny functions.
Anyhow, it doesn't matter -- what matters is that we should do something
better than we do right now.
