Checks and balances?  This problem has been solved before, after all.  :-)

Perhaps we can adopt some of the "on the hook" policies used by Mozilla,
or at least bring them up for a starting point in discussion.  I found
the Tinderbox concept (linked to from the beginner's projects page)
quite appealing.
