Yes, I've been asking for a volunteer to handle merging the
cross-compilation documentation from install-old.texi into unified
up-to-date documentation in install.texi (which doesn't rely on external
FAQs or scripts to make sense and be used for building cross-compilers)
for a month, and no-one has volunteered.
