What exactly have you downloaded?  The sources of bzip2 or an
executable for DOS?  The sources of GCC 2.95.2 or some pre-compiled
version for DOS?

If you got an executable, you should probably run it off the command
line.

You'll need bzip2 to get an uncompressed tar-file, then you'll need
tar to extract the files from it.  Then, you'll need a working
compiler to build it.
