Certainly. In the end, it is up to the maintainers what goes into the
testsuite and what doesn't. I'd like to avoid situations where bug
reporters push maintainers to record a test case in the testsuite,
just because they think it will then get fixed earlier. This strategy
does not normally work - people should accept the strategies explained
in the FAQ to get bugs fixed.

I still have no clear picture what the policy actually is, so I'd
prefer not to write anything definitive about it.
