I fully agree with you, with one note and one addition.
The note: The policy as you described it only works for folks with CVS
write access ("check in test case.")
And the addition: "And that we document the policy (on the web)."
Are you (or Martin) going to add that to our web pages or do you want
me to create a first draft?
