He probably won't phrase it that way, but essentially, he can say
exactly that. It's because he got appointed as a release maintainer
that he can say such things.
It's a different question whether he actually *will* say such things,
when presented with a show-stopper bug on OpenBSD. That is a question
that cannot be answered with 100% certainty until you actually do
present a show-stopper bug during the GCC 3 release cycle.

If you need reassurance that OpenBSD will be supported by GCC 3: Yes,
it will.
