Patch that adds asserts to {extract,store}_bit_field
This patch regressed following tests on x86_64-linux (gcc-46):
FAIL: gcc.dg/pr48335-8.c (internal compiler error)
FAIL: gcc.dg/pr48335-8.c (test for excess errors)
This shows that x86_64 is also not immune to negative bitpos problem.
