[Bug bootstrap/17817] New: restage[1,2,3] and then bootstrap no longer cause build dir to be rebuilt

Before we switched over to building gen* in the build subdir, doing something like:

make bootstrap
<hit bug during stage2 compile, fix bug modify source>
make restage1
make bootstrap
would start again from the end of stage1, including rebuilding the build dir
programs with the stage1 compiler.
This is no longer the case.
