The erroneous configuration of HAVE_INTTYPES_H apparently
may be cured by #undef HAVE_INTTYPES_H in the
config/xm-cygwin32. There is another build failure, in libio, which
begins with failure to find <wchar.h> and results in a great
number of missing declarations..
