C90/C99 does not have a reference type.  

extern void Prop (double &, double &, double &, double &, double &, double &,
int) ;

is C++ code, compile it with the C++ front-end.

But this is not a reference operator at this point.  It is for a reference type.  Reference types are different from the reference operator.
