Each file should be named once in a changelog entry, not repeated, e.g.
* testsuite/17_intro/badnames.cc: Add Microsoft, BSD and
Newlib extensions to the list.
However as it says in that file, the list there is taken from a doc
page, so should match that documentation.
Additional names like these should be added to 17_intro/names.cc instead.

What codebase is this part of? Why do we care about service-fabric names?
We should be careful about clashing with names in sal.h but the list
of names you want to add is much larger than the sal.h in the
mingw-w64 runtime.

I'm not sure exactly what problem you're trying to solve, but this
list is far too large with many items that should not be here.
The test doesn't even pass, so the patch is definitely not acceptable.
