This seems like a reasonable direction for GCC 17 (it's too late for
GCC 16) but the name "wait_until_steady" needs to change. That's not a
reserved name in the C++ standard, so you can't use that name in
libstdc++ headers. It needs to be _M_wait_until_steady or
__wait_until_steady.
