[PATCH] libstdc++: Synchronize PSTL with upstream (2nd attempt)

The attached (gzipped) patch brings libstdc++'s PSTL implementation up to
the current upstream version.

Tested x86_64-pc-linux-gnu, specifically with TBB 2020.3 (fedora 37 +
tbb-devel).
