[PATCH] libstdc++: implement locale support for AIX

[CHIGOT, CLEMENT]

Hi everyone, 

Now that GCC11 is out, I've rebased my patch and improve a bit 
the ctype_configure_char.cc for AIX.  
If some people can take a look other OSes especially BSD-like one, 
it would help me to know if everything is good.
