[PATCH] libstdc++: exclude cygwin/mingw from relro linker test

cygwin/mingw hosted linker may support multiple targets with ELF relro 
support. This breaks configure testing.

Attached patch excludes cygwin/mingw PE format from relro linker flag. 
Patch OK?
