What's the purpose of _GLIBCXX_LONG_DOUBLE_COMPAT?

Hi,

Recently I got a glitch on building libstdc++ 4.9 on
powerpc64le-linux-gnu with a set of flags that I haven't yet figure
out. :P

Specifically, I wonder what's the history behind
_GLIBCXX_LONG_DOUBLE_COMPAT? What's the purpose of it?
