[patch] Fix links in libstdc++ doxygen comments

Fix old, broken links from Doxygen comments to pages in the manual
that have a different URL now. Unfortunately the URLs make some lines
too long to fit in 80 chars, but I'm not sure what we can do about
that. Any suggestions?

Tested x86_64-linux, committed to trunk.
