std::deque implementation seems non-optimal for use with std::queue

.. some of these considerations seem suited for libstdc++/24693. In 
particular the second part of Comment #2 therein seems closely related. 
Goes without saying that this kind of improvement is next-ABI material 
(barring a *very* careful analysis of each proposed tweak)
