Announcing <regex>?

Hi,

basing on the various comments posted by Tim + the fact that we don't 
have xfails anymore, etc, I'm wondering if it's time to announce 
<regex>, which would be also very useful to attract testers.

If I'm not missing anything I think that it would boil down to 4 items:

1- Add the news itself to wwwdocs/htdocs/index.html (Tim, this still 
uses CVS, not sure if you know that)
2- Add the item to the 4.9 release notes too, 
wwwdocs/htdocs/gcc-4.9/changes.html
3- Tweak the implementation status page 
libstdc++/doc/xml/manual/status_cxx2011.xml (possibly clarify bits still 
missing too)
4- Close as fixed any "not implemented yet" Bugzilla entry.

What do you think?
