[patch] regex_traits implementation

Here is an all-in-one patch of implementing std::regex_traits in
libstdc++-v3, including testsuites.

This patch also includes changes in
http://gcc.gnu.org/ml/libstdc++/2013-04/msg00115.html, so just forget
that one.
