Limit template parameters in hashtable

Basing also on what we discussed at the Cauldron, I think that at this 
point we'll stabilize the ABI only in the next series, not in 4.9. In 
practice, if we want to be picky in terms of linking object codes, isn't 
4.9 already incompatible with 4.8?
