In general ICEs should be always reported (having checked that we don't 
have already a duplicate, etc, etc). In my opinion the real point is 
that we should be very strict among ourselves contributors in terms of 
attaching testcases already reduced to a decent size and helping our 
fellow maintainers. Set a good example, in other terms ;)
