libstdc++ doc release scripts

This is the script I use to upload the libstdc++ docs to the
gcc.gnu.org archive here:

ftp://gcc.gnu.org/pub/libstdc++/doxygen/

I suppose I should clean this up and add it to either 

gcc/maintainer-scripts
or
libstdc++-v3/scripts

Gerald, any thoughts?
