[v3] libstdc++/46718

Hi,

this straightforward patch makes sure that std::is_scalar is true for
std::nullptr_t. I'm adding in CC Jason just in case he believes
something should be done at the C++ front-end level too (I don't think so).

Tested x86_64-linux multilib, committed.
