[PATCH][libstdc++-v3 parallel mode] parallel equal not equal

Patch following up the discussion.  Thanks to FranÃ§ois for bringing this 
bug to our attention.

Tested x86_64-unknown-linux-gnu: No regressions

Please approve for mainline.
