[build, v3] 4.4 backport requests

I'd like to backport the following patches to the 4.4 branch:

	PATCH: Fix libstdc++ testsuite on systems without ranlib (PR libstdc++/32499)
	http://gcc.gnu.org/ml/gcc-patches/2010-02/msg00139.html

Necessary to fix libstdc++-v3 testing on IRIX 5 and avoid an extremely
stupid /bin/ksh bug on recent OpenSolaris builds.

	PATCH: Reguire __cxa_atexit for ext/{new, throw}_allocator/deallocate_global.cc
	http://gcc.gnu.org/ml/gcc-patches/2010-02/msg00995.html

Provides cleaner testsuite results.

Bootstrapped on mips-sgi-irix5.3 and i386-pc-solaris2.11.
