You should probably send your question to the FSF at licensing@fsf.org

It's possible that the binary file would be covered by the GCC runtime
exception, so that the combination of the binary and your plugin (an
Independent Module) can be distributed under the terms of your plugin,
not the GPL.  I really don't know if that applies, which is why you
should check with the FSF.

I might be wrong, but I'd be very surprised if that happened.
