[v3] 4.4/4.5 evolution doc updates

Updates for API docs for the last two releases. Had tried to get to
this before the end of the year but didn't quite make it.

Please people, review this as I'm writing up the 4.5/changes.html bits
for runtime, and basing it off this. 

What's up with the <random> serialization operators? Are these best
described as an extension? I realize that's still in a bit of flux
(although aiming at N3000?).
