[v3] libstdc++/38384 continued

Corrections to the HPUX cross configury as per bugzilla.

While here, I noticed that GCC_CHECK_TLS is not being called for linux
crosses, and that SECTION_FLAGS is being set twice. Fixed.

tested (?) x86_64/linux
