[v3] fix locale_init aliasing warning

Return placement construction in locale::classic. Removing:

/home/bje/source/gcc-trunk/libstdc++-v3/src/locale_init.cc:247:
warning: dereferencing type-punned pointer will break strict-aliasing
rules
