Hi All,

I don't know if I'm really an expert on this, but would tend to agree 
on the "partial - not all source characters converted".

On the other hand, the standard doesn't really say if "partial" could 
mean a partial string, or just a partial conversion of a multibyte 
character. Library issue #382 is still Open.
